With over 20 years experience working in government and the not for profit sectors, Vaughan is a leading voice in the design and development of programs for young people and adults who are at risk of entering, or currently trapped in the criminal justice system.  

As ACSO's, Chief Operating Officer Vaughan is currently leading the organisation's planning and strategic responses to reforms in the Disability, Mental Health, Corrections, Alcohol and Other Drug and Employment sectors.  One of Vaughan's key focus areas is on the development of social impact investment initiatives as Governments start seeking alternative mechanisms for funding, innovative solutions to tractable social problems and the move away from program contracting to individualised support.  

Vaughan led the program design and bid submission and was co-lead in the recent joint development phase of the OnTracc Program, a social impact investment transaction negotiated with the NSW government to reduce the return to custody of adult parolees. The OnTracc program commenced operating on the 1st of September 2016.
